On May 12, 2015, the Potomac Foundation hosted a congressional briefing to offer an assessment of the Minsk II Ceasefire, the ongoing Russian buildup and reorganization of forces in and adjacent to the Donbass, as well as the current state of Ukrainian defenses. The purpose of this analysis to provide a framework for understanding what offensive military options are available to the Russians over the next several months and the implications these might have for US policy and European security.
The presentation by the Potomac Foundation’s President Phillip Karber was followed by an extensive Q&A session with the audience. The discussion was moderated by the National Interest Executive Editor Harry Kazianis.
Since March 2014, The Potomac Foundation has conducted a series of assessments of the military situation in Ukraine. This effort has been led by TPF President Dr. Phillip Karber and Senior Fellow Gen.(ret.) Wesley Clark and has involved over 20 trips to Ukraine and 13 visits to the front to evaluate the military situation and observe the various attempts at ceasefire.
